Declining Approval Outcomes and Shifting Student Trends: What Recent Immigration Data Shows

Recent data from Immigration, Refugees and Citizenship Canada (IRCC) shows notable changes across Canada’s immigration system between 2022 and 2025. IRCC processing statistics reviewed by the author indicate that, in several permanent residence categories, the proportion of processed applications resulting in approval was lower in 2025 compared to earlier years. At the same time, Statistics Canada has reported changes in international student enrolment patterns across Canadian post-secondary institutions.

Processed Permanent Residence Applications

IRCC processing statistics reviewed by the author show changes in outcomes across multiple immigration categories between 2022 and 2025.

For example, the Federal Skilled Worker Program under Express Entry recorded approvals representing approximately 92 percent of processed applications in 2022, based on 50,100 approved applications out of 54,208 processed applications. In 2025, approvals represented approximately 69 percent of processed applications, with 26,490 approvals out of 38,216 processed applications.

Provincial Nominee Program applications outside Express Entry recorded approvals representing approximately 93 percent of processed applications in 2022, based on 54,736 approvals out of 59,115 processed applications. In 2025, approvals represented approximately 75 percent of processed applications, with 37,248 approvals out of 49,792 processed applications.

Humanitarian and Compassionate applications categorized as straightforward recorded approvals representing approximately 78 percent of processed applications in 2022, with 9,360 approvals out of 11,941 processed applications. In 2025, approvals represented approximately 52 percent of processed applications, with 3,157 approvals out of 5,769 processed applications.

The Start-Up Business Class showed a significant change over the same period. In 2022, approvals represented approximately 79 percent of processed applications, based on 472 approvals out of 601 processed applications. In 2025, approvals represented approximately 23 percent of processed applications, with 182 approvals out of 803 processed applications.

Additional categories also showed changing outcomes. The Federal Self-Employed Program recorded approvals representing approximately 55 percent of processed applications in 2022, based on 1,374 approvals out of 2,481 processed applications. By 2025, approvals represented approximately 22 percent of processed applications, with 174 approvals out of 795 processed applications.

At the same time, some immigration categories continued to maintain comparatively high approval outcomes. Quebec Skilled Worker applications recorded approvals representing approximately 97 percent of processed applications in 2022 and approximately 99 percent in 2025. Similarly, the Rural and Northern Immigration Pilot maintained approval outcomes above 90 percent during the same period.

These figures are based on IRCC processing statistics reviewed by the author, together with publicly available IRCC datasets, application inventory information, and the 2025-2027 Immigration Levels Plan.

International Student Enrolment and Immigration Targets

Statistics Canada has reported changes in international student enrollment patterns across Canadian post-secondary institutions, including shifts across institution types, levels of study, and fields of study.

Recent Statistics Canada reporting indicates that public colleges saw new international student intake decline by approximately 75 percent between the 2023 and 2024 academic periods, while universities experienced a decline of approximately 46 percent. Overall, the total international student population across Canadian post-secondary institutions declined by approximately 26 percent over the same period.

At the same time, IRCC’s 2025-2027 Immigration Levels Plan introduced revised immigration targets and measures aimed at managing temporary resident volumes and application inventories. IRCC has stated that these measures are intended to support sustainable population growth and reduce pressures on housing, infrastructure, and public services.

IRCC has also published updated application inventory statistics reflecting continued processing pressures across several immigration categories.

Observations

The data reviewed shows changes in both permanent residence processing outcomes and international student enrollment trends between 2022 and 2025. Several economic and humanitarian immigration categories recorded lower approval proportions among processed applications in 2025 compared to 2022.

At the same time, some regional and Quebec-selected immigration streams continued to record comparatively high approval outcomes. These figures reflect changes in processing outcomes and enrollment patterns based on available government data.

Conclusion

Recent data from IRCC and Statistics Canada indicates changes in permanent residence processing outcomes, immigration inventories, and international student enrollment trends between 2022 and 2025. Applicants and stakeholders should review current program requirements, immigration targets, and processing trends carefully when preparing applications or evaluating immigration pathways.
