Understanding Canada’s Latest Express Entry Invitations: What the New Ministerial Instructions Mean for PNP Applicants 

Canada’s immigration landscape continues to evolve as the federal government adapts its policies to address economic demands and regional labor needs. On June 6, 2025, Immigration, Refugees and Citizenship Canada (IRCC) issued a targeted Express Entry draw, inviting 125 candidates through the Provincial Nominee Program (PNP). This draw, backed by new ministerial instructions, underscores Canada’s ongoing commitment to attracting skilled immigrants who can contribute to regional growth and fill labor market gaps. 

Ministerial instructions are directives issued by the Minister of Immigration that guide how the Express Entry system operates. These instructions determine who receives Invitations to Apply (ITAs) for permanent residence, the timing of draws, and the specific categories targeted. 

In this case, the instructions focused on candidates nominated by a province or territory, a clear signal that Canada is prioritizing regional needs over a one-size-fits-all national approach. 

In the latest round, 125 candidates were invited through the PNP stream. These candidates hadalready received a nomination from a province or territory, which significantly boosts their Comprehensive Ranking System (CRS) score, typically by 600 points.
