Canada has implemented significant changes to its Post-Graduation Work Permit (PGWP) program, effective June 25, 2025. These updates directly impact international students and the types of programs that now lead to post-study work opportunities in Canada.
The federal government’s new policy aims to better align post-secondary education choices with national labor market demands, particularly in sectors facing persistent worker shortages such as healthcare, social services, education, and skilled trades.
Key Changes to PGWP Eligibility
As of June 25, 2025:
- 119 new programs of study have been added to the PGWP-eligible list. These include fields such as:
- Personal and community support services
- Early childhood education
- Licensed trades and technical training
- Allied health professions
- Social work and counseling
- 178 programs have been removed from eligibility, largely in areas with weaker employment outcomes or limited alignment with long-term Canadian economic priorities. These include certain business diplomas, general arts and tourism programs, and others deemed low-demand.
In total, 920 programs are now recognized as PGWP-eligible.
What This Means for Students
Current international students enrolled in programs that have now been removed from the eligibility list will still qualify for a PGWP, provided they began or applied to their program before June 25, 2025. However, any students starting programs after this date must ensure their program appears on the updated PGWP-eligible list.
This change reinforces the importance of informed decision-making when choosing a study program in Canada, particularly at the college diploma or certificate level.
